Bondar Demands Immediate Suspension of Hoehmann’s Deputy, Files Sworn Ethics Complaint and Asks District Attorney to Open Criminal Investigation of $1 Million Town HVAC Scandal
Candidate for Supervisor calls for the immediate suspension of Deputy Town Supervisor Al Moroni, an outside investigator, and a criminal referral, after a report that a town contractor provided free labor at Moroni’s home.

Today, Eugene Bondar, candidate for Clarkstown Supervisor, called for the immediate suspension of Deputy Town Supervisor Al Moroni and announced that he has filed a sworn ethics complaint with the Clarkstown Board of Ethics and asked the Rockland County District Attorney’s Special Investigations Unit to open a criminal investigation. The filings follow an August 19 Rockland County Business Journal report that a contractor provided free labor at Moroni’s home in 2024, while Moroni was Supervisor Hoehmann’s chief of staff, and went on to receive a $99,000 town HVAC contract and, per the town’s own records, more than $1 million in town payments.
Free Work, a Contract, and $1,022,802.07 of Taxpayer Money
The town’s own accounts payable reports show 139 invoices from the contractor’s company totaling $1,022,802.07 paid between August 2024 and July 2026. Only $175,766.44 was billed under the maintenance contract; the remaining $847,035.63 was invoiced outside it, much of it labeled “emergency.” State Board of Elections records show the contractor and his company gave $4,227 to Hoehmann’s campaign committee in the months before the 2025 election, after the contract was awarded and before it was renewed for four more years.
“Clarkstown residents should not have to read in the newspaper that the Supervisor’s right-hand man took free work from a town contractor,” said Eugene Bondar. “If the report is true, it is disqualifying. Suspend him, bring in an outside investigator, and let the District Attorney follow the money. If it is not true, an honest investigation will say so. What the town cannot do is investigate itself.”
Bondar’s sworn complaint is built on the town’s own records, and he has asked the State Board of Elections to review the contributions. He is calling on the Town Council to suspend Moroni, bring in an outside investigator, and release the findings publicly.
