My name is Eugene Bondar, and I am running for Clarkstown Supervisor because I believe in the power of strong, transparent, and community-focused leadership. As a resident, I am witnessing how our town is changing, and the current leadership is not doing right by the residents. As a long-time public servant, I have determined that now is the critical time for me to step up and take over leading Clarkstown to a brighter and prosperous future rooted in preserving the Town’s beauty and making it financially strong.
During my entire professional career (and in my personal life), I have always been guided by the same principles – honesty, integrity, transparency, and equity. Every day, I have taken action to mitigate the waste of taxpayers’ money and to root out impropriety and corruption while protecting government interests and ensuring that the business processes are executed according to the law. Now, I want to take that experience and work for you. This is more than just a campaign—it’s a movement to build a better future for Clarkstown.
I believe in putting people first. My campaign is focused on the issues that matter most—smart growth, public safety, economic opportunity, and fiscal responsibility. I am committed to fighting for fair representation, supporting local businesses, and ensuring our tax dollars are invested wisely.
With a background in law and government operations and as a small business owner, I have spent my career solving complex problems, working with diverse communities, and making decisions that drive actual results and protect municipalities and people. I understand that leadership is about listening—about putting the concerns of residents first and ensuring that every voice is heard and proper action is taken.
Clarkstown is a town full of potential. We need sustainable development that respects our community’s character, policies supporting our local small businesses, and public safety and infrastructure investments. A Decade of Service: Before Eugene Bondar's Fight for Clarkstown
Eugene Bondar is not just a candidate; he is a seasoned public servant with a decade of experience on the front lines of government, fighting to protect our communities, our tax dollars, and our future.
Eugene has served as a government attorney at the city, county, and state levels, in all three branches of government. This diverse background has given him an unparalleled understanding of how to make government work for the people. He began his legal career as a law clerk in the Massachusetts Superior Court, working for nine judges drafting decisions on complex civil litigation matters, including real property and zoning disputes, and on criminal matters, including assault, drug seizures, and murder. After completing his clerkship, Eugene began practicing law at the New York City Department of Transportation, where he served as an Assistant General Counsel, working on infrastructure projects including the Brooklyn Bridge, many of the city’s major roadways, and ferries. Eugene was the attorney to the city’s construction permit office and the bus stop permit office, and to the land use and zoning team reviewing approvals for zoning modifications in the right-of-way. During his tenure, Eugene was solely responsible for creating the Department’s construction permit insurance requirements and processes, ensuring that New Yorkers are adequately and appropriately covered in any accident that occurs on streets and roadways. He also completely rewrote the city’s bus stop permitting rules to ensure residents’ quality of life was less impacted by tour and coach buses’ parking and use of bus stops throughout the five boroughs.
When an opportunity arose to become the first-ever contracts attorney at New York City’s Department of Consumer Affairs, Eugene seized it, as he found that fighting consumer fraud was a critical duty in New York. During Eugene’s tenure in Consumer Affairs, he established procedures and policies and created contract documents that became the foundation of the Department’s contracting process. His dedication to the public was evident in his efforts to fight against fraud and abuse.
After moving to Clarkstown with his wife, Michelle, and son, Jaxon, Eugene continued his public service with the central principle of serving the community in which he lives. As such, Eugene became a Principal Assistant County Attorney for the County of Rockland, where he provided trusted legal counsel to critical departments, including Planning, General Services (Purchasing and Facilities Management), Highways, Public Transportation, and Environmental Resources and Parks. He also served as the attorney for several of the County’s boards, including the Planning Board, Historic Preservation Board, and Parks Commission, ensuring that environmental and cultural protections were enforced.
A Career Built on Accountability and Results
Eugene’s commitment to fiscal discipline has been a cornerstone of his career:
He has personally negotiated over half a billion dollars in complex government contracts, always ensuring the public receives the most favorable terms.
He has worked on massive infrastructure projects with a value of up to $16 billion, including bridges, tunnels, ferries, and road reconstructions, protecting the public interest every step of the way.
He has fought to eliminate wasteful spending, saving taxpayers millions of dollars.
- He has served as counsel on hundreds of matters relating to Public Officers Law (Freedom of Information Law and Open Meetings Law) and Open Public Records Law (New Jersey), including advising on disclosing records, investigating and drafting appeal decisions, consulting on litigation cases, testifying in court, and training other attorneys and staff on the best practices to comply with the law and ensuring maximum transparency.
- He was instrumental in rewriting the County of Rockland Planning Department’s policies and procedures for the GML zoning application referral process, enabling the Planning Department to obtain new tools to combat noncompliant local Rockland municipalities.

From Entrepreneur to Public Servant
Beyond his extensive government service, Eugene is an entrepreneur who has owned numerous businesses since the age of 15 and founded his own law firm in 2021. He understands what it means to create jobs, meet a payroll, and support the local small businesses that are the backbone of our economy. This real-world perspective fuels his pledge to end the spiral of property tax increases by demanding fiscal discipline and overhauling bad deals from the inside. He knows that for businesses to be attracted to Clarkstown, the government must be efficient and swift in its processes; there must be less red-tape and more support and opportunities for local business to establish themselves and thrive.
