Smart, Sustainable Development & Infrastructure
Eugene will put an end to the current administration’s reckless development plans and guarantee that Clarkstown develops sustainably.
This is a high-priority issue that requires immediate action. The Bondar administration will begin the process of updating Clarkstown’s zoning code to encourage smart, sustainable density that always prioritizes public health, safety, and welfare.
Significantly, the burden of infrastructure costs will be shifted from taxpayers to developers by requiring new projects to pay for necessary upgrades, reduce traffic, and add value through green spaces and infrastructure. Eugene will also reform the Planning Department and the Zoning Board, appointing experts dedicated to our town’s future.
Code Enforcement Task Force
Eugene will quickly take the necessary steps to stop the widespread illegal use of property in Clarkstown.
There are many illegal residential and commercial property uses in Clarkstown that must be permanently stopped. This problem has never been addressed by the current Supervisor, despite many promises and splashy news releases. The systemic issue must be tackled through vigorous enforcement, not through the theatrics the current administration puts on, only to lightly, if at all, penalize property owners once public attention shifts. Eugene will organize an effective and assertive Code Enforcement Task Force to put an end to illegal property uses in Clarkstown. The property owners involved in these illegal activities will face serious consequences for their misconduct.
Under the current town administration, enforcement policies and procedures are not being enforced aggressively. Many constituents have expressed to the Bondar campaign team that they have reported illegal housing use near their homes, but the town has been unresponsive to these complaints. Sometimes, town inspectors show up, only for the town to claim nothing can be done about the situation. When the town does enforce the illegal use—typically during election seasons—the penalties are usually not strong enough to prevent property owners from repeating the offenses. The town's strategy appears to be to issue violations, start lawsuits, and then settle out of court. These settlements are a small cost compared to the profits property owners/landlords make before they are caught. By not imposing heavier financial penalties and more aggressive tactics on the wrongdoers during enforcement, a pay-to-play scheme persists.
Eugene has extensive experience in government enforcement. With his expertise, he will ensure that the pay-to-play scheme no longer exists in Clarkstown.
The Bondar Administration will impose the maximum penalties allowed by law, seek court injunctions to prohibit property owners from using their properties until cases are fully resolved, and refuse to settle any cases, insisting on taking them to trial. This approach guarantees that wrongdoers will spend significant time and money on litigation. The results will be so financially detrimental to the wrongdoers that they will end up losing more money than they earned from this illegal activity. Furthermore, in cases of serious violations, the town will pursue condemnation of properties when they are deemed unsafe or uninhabitable.
Additionally, the Bondar Administration will seek to collaborate with Rockland County agencies such as the Department of Health, Child Protective Services, and the Office of the District Attorney. This joint Code Enforcement Task Force would ensure a comprehensive approach to resolving Clarkstown residents' quality of life issues, protecting children at risk, and swiftly penalizing any occupant or property owner engaged in criminal activity.
Overall, the Bondar Administration's plan to address illegal property uses in Clarkstown will significantly enhance residents' quality of life, safeguard property values, generate revenue for the town through penalties, and most importantly, send a clear message to potential wrongdoers that law-breaking in Clarkstown will not be tolerated.
Addressing Quality of Life Issues
Clarkstown residents deserve a town government that immediately tackles quality-of-life issues affecting our neighborhoods—ranging from deteriorating roads and flooding to speeding cars on residential streets that jeopardize public safety and local nuisances that affect residents’ lives.
The Bondar Administration will prioritize residents and ensure that all quality-of-life complaints are addressed equally, promptly investigated by town officials and employees, and resolved through legal and technical measures. The days of ignoring these issues will be over, replaced by an administration that genuinely prioritizes residents’ concerns.
Under Eugene’s leadership, town departments will be directed to put residents first. We will end the days of calling the town and seeing no results. Every concern will be swiftly investigated, every reasonable measure will be employed, and no issue will be ignored.
We will prioritize:
Durable Road Repair: Properly maintaining our roads for long-term reliability.
Traffic Safety: Studying unsafe streets and integrating traffic calming devices where residents request them and they are appropriate.
Flood Mitigation: Addressing flooded areas through a combination of swales, drainage improvements, permeable pavement, and necessary capital projects to permanently eliminate the problem.
Fiscal Responsibility and Efficiency & Property Tax Stabilization
The Bondar Administration will be committed to efficient budgeting, eliminating wasteful spending, and ensuring tax dollars are used effectively to improve services without unnecessary tax hikes.The annual property tax increases approved by the current Town Council in the United States have often exceeded the permissible 2% threshold amid the post-pandemic rise in inflation and tariffs. Locally, property taxes have increased significantly over the last ten years, further hurting residents’ financial stability and pushing affordability to the limit.
The Bondar Administration will run the town government with a fiscally conservative approach. This means cutting unnecessary spending, reducing borrowing, and eliminating patronage jobs given out as political favors. As the town’s Chief Fiscal Officer, Eugene will ensure the budget covers only essential expenses for town operations.
Additionally, the Bondar Administration will work to shift the cost of infrastructure improvements and park renovations from taxpayers to developers, while also seeking state and federal grants to cover most of these costs.
Many residents are unaware of the town's true long-term financial health. The current administration only boasts about the recently attained improved bond rating. However, it is worth noting that in 2022, some of America's largest cities carried long-term debt that exceeded their total assets, yet they were able to maintain healthy bond ratings due to other compensating factors. A strong credit rating reflects an issuer's ability to pay, not necessarily its overall fiscal management.
In Clarkstown's case, given lack of surplus and rising overhead, talking just about the bond rating is a distraction. The reality is not as impressive as the bond rating. The town currently has over $130 million in authorized bonds—money borrowed with interest to be repaid over a long term, typically 30 years. Upon closer inspection, it becomes clear that the town is not in a strong fiscal position and does not have much, if any, unallocated money in its general fund. For proof, review the town's resolutions authorizing bonds for expenditures like fixing a leaky pipe at a community pool for $15,000. What well-managed municipality needs to borrow $15,000? In reality, bonds are used for long-term capital improvements when project costs are high and the cost of borrowing is low compared to the benefit of the funds.
The Town Council, however, is using bonds like a credit card—similar to a young adult who lacks enough money to buy what they want, but puts it on their credit card anyway. This reckless spending keeps the town constantly playing catch-up to pay its bills. With annual increases in costs like salaries and benefits, the town must find ways to meet its bond obligations. As a result, without discipline and by spending on improvements like new playgrounds, open space, and upgrades—nice additions to have, but technically unaffordable—the town has accumulated substantial debt. This debt partly explains the Supervisor's strategy to overdevelop the town in order to expand the tax base and keep up with the growing financial obligations.
The second major financial burden the town faces involves its long-term retiree pension and benefits obligations. The town owes over $250 million; obligations that are gradually coming due. A fiscally responsible Supervisor would have established a fund to set aside resources for these obligations, but Clarkstown has been paying from its general fund instead. As more payments become due, the town will need to find ways to increase revenue to meet these commitments. Additionally, there is the issue of the town wasting money on avoidable expenses, such as paying millions of dollars in legal fees and claims over the past decade, spending on food and travel for departments, frequently purchasing new equipment and machinery, buying properties without clear needs or plans, settling outstanding property tax debts with owners, and more.
The Bondar Administration will adopt a strict, fiscally conservative approach to the town's budget. Eugene will ensure the town hires a competent, independent auditing firm to thoroughly review and report on the true fiscal condition of the town. With accurate and complete information, a new budget will be implemented, prioritizing the repayment of existing debt and ensuring that new expenses are made efficiently—only for items that genuinely benefit residents. The administration will also enforce strict compliance with laws and regulations to reduce legal risks and eliminate unnecessary appointed positions hired through patronage. Eugene's will also focus on modernizing the town's systems and processes to enhance efficiency and cut costs. Furthermore, new revenue streams will be explored to offset the need for property tax increases.

Eugene Bondar believes trust is earned, not given. For too long, we’ve been shut out of the political process. I’m running to change that. My platform is built on two core values: transparency and accountability.
With Bondar’s Administration, you won’t have to wonder where Eugene stands or what he is doing. My practical agenda and policy justifications will be public. But I’m taking it one step further: I pledge to livestream all Town Council meetings, create routine live, unscripted “Ask Me Anything” sessions with department personnel where residents can learn more about what is happening in Clarkstown and the reasoning behind official actions. This is all for the residents, the people Bondar Administration will serve. And the official town website will include access to executed contracts and official policies.
